(a) whether the Government is aware that many of the disability certificates issued by the States are not valid across the country;
(b) if so, the details thereof and the reaction of the Government thereto; and
(c) whether the Government has any plan to increase the number of categories of physical disability and if so, the details thereof?

(a) Yes, Sir.
(b) The Ministry has already developed an Application Software which has been hosted on the National Informatics Centre (NIC) cloud to create a National database for persons with disabilities and also to issue Unique Disability Identity Card to persons with disabilities. The application software provides a Web-based platform for issuance of disability certificate which could be valid across the country.
(c) The Government has a proposal to increase the number of categories of disabilities. The Rights of Persons with Disabilities Bill, 2014 which was introduced in Rajya Sabha on 7.02.2014 contains a list of new disabilities.
