Question : SOCIO ECONOMIC DEVELOPMENT OF TRIBALS



(a) the details of various schemes/programmes being implemented by the Government for the socio-economic development of tribals in the country;

(b) the funds allocated/released and utilized vis-a-vis target fixed and achievement made thereunder so far during the 12th Five Year Plan, scheme and State/UT-wise including Kerala; and

(c) the corrective measures taken/proposed to be taken by the Government and the mechanism put in place for effective implementation of the various schemes for development of tribals in the country?

MASTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI MANSUKHBHAI DHANJ1BHAI VASAVA)

(a): The socio-economic development of tribals, like the rest of the population in the country, is the mandate of all line Ministries in Government of India and the State Governments. Ministry of Tribal Affairs steps in to fill critical gaps so that the Scheduled Tribe (ST) population is not left at a disadvantage. The details of the major programmes/schemes by the Ministry of Tribal Affairs are as under:-

(l) Scheme of Construction of Hostels for ST Girls and Boys
(ii) Scheme of Establishment of Ashram School in Tribal Sub-Plan Areas
(iii.) Post-Matric Scholarship for ST students
(iv) Upgradation of Merit
(v) Pre-Matric Scholarship for ST students studying in classes IX & X.
(vi) Vocational Training in Tribal Areas (State`s component)
(vii) Rajiv Gandhi National Fellowship for STs
(viii) Scheme of National Overseas Scholarship for STs
(ix) Top Class Education for ST students
(x) Grants in aid to Voluntary Organisations working for the welfare of Scheduled Tribes
(xi) Coaching for Scheduled Tribes
(xii) Strengthening Education among Scheduled Tribe Girls in Low Literacy Districts
(xiii) Vocational Training in Tribal Areas
(xiv) Development of Particularly Vulnerable Tribal Groups (PVTGs)
(xy) Grants-in-Aid to STDCCs for MFP Operations
(jxyi) Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFP as a measure of social safety for MFP gatherers.
(xvii) Grants under Article 275(1) of the Constitution of India
(xviii) Special Central Assistance to Tribal Sub Plan (SCA to TSP)
(xviiii) Development of Tribal Products/Produce (Grants in aid to Tribal Cooperative Marketing Development Federation of India Limited (TRIFED)

(b): Funds released to the State Government /UT Administrations (including Kerala) during 12th Five Year PI an under the schemes mentioned at si. no.
(i) to
(vi) and their utilisation is given at Annex. I to VI. Funds released to the University Grants Commission, under si. no.
(vii), to the students through the Ministry of External Affairs under si. no.
(viii) and to students through identified Top Class Institutes under si. no. (ix) are at Annex. VII. The grants-in-aid released/utilised under the schemes (x) to (xix) during the 12th Five Year Plan are at Annex. VIII to XVtH. The scheme-wise target and achievement of schemes at si. nos.
(i) to (xiii) are given at Annex. XIX.

(c): Ministry of Tribal Affairs has decided to subsume the existing schemes mentioned at sl. nos. (i) to (iii), (v) and (vi) for implementation during 12th Plan. The Ministry has also decided to merge the four schemes mentioned at si. nos. (x) to (xiii) with a single window scheme for implementation during the 12th Plan period. The merger of schemes will give flexibility and enable States to implement schemes on the basis of local priority and context. The guidelines for various schemes have been revised from time to time. Schemes are evaluated from time to time. A system of inspection is in existence for verifying schemes implemented by NGOs. This Ministry has issued ``Operational guidelines for formulation, implementation and monitoring of Tribal Sub-Plan and Article 275(1) grants", for effective implementation of schemes administered by this Ministry.
