(a): Government has been implementing a number of interventions to promote residential schools for tribal students across the country including Madhya Pradesh improve the educational status of the tribals :
(i) Eklavya Model Residential Schools (EMRSs) are set up with capacity of 480 students per school with funding under the provisions of “Grants under Article 275(1) of the Constitution” to provide quality middle, Secondary and higher secondary education to ST students.
(ii) Funds are provided under Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) and Grants under Article 275 (1) of the Constitution for various interventions relating to improvement of education including construction of new hostel buildings and/or extension of existing hostels, construction of primary, middle, secondary and senior secondary level of education etc.
(iii) Under scheme of strengthening education among ST Girls in Low Literacy Districts, 100% assistance is given for running and maintenance of educational complexes for ST girls.
(iv) Funds are provided for recurring expenses for Residential Schools and Non-Residential Schools to Voluntary Agencies under the Scheme ‘Grant-in-Aid to Voluntary Organisations working for the welfare of the STs’.
(v) Ministry of Tribal Affairs (MoTA) was running a separate scheme of “Establishment of Ashram Schools in Tribal Sub-Plan Areas” under which funds were provided to various State Governments including Madhya Pradesh for construction of Ashram Schools. Under the Scheme, 405 Ashram Schools have been sanctioned for Madhya Pradesh.
Apart from above, Government through Ministry of Human Resource Development is implementing the Scheme ‘Samagra Shiksha Abhiya’ as an integrated scheme of school education wherein financial assistance is provided to States/Union Territories for setting up residential schools/hostels. The scheme reaches out to girls and children belonging to Scheduled Caste (SC), Scheduled Tribe (ST), minority communities and transgender.
Kasturba Gandhi Balika Vidyalayas (KGBVs) were residential schools from upper primary to senior secondary level to ensure access and quality education to girls from disadvantaged groups in the age groups belonging to SC, ST, OBC, Minority communities and Below Poverty Line (BPL) families. KGBVs provide for a minimum reservation of 75% seats for girls from SC/ST/OBC and minorities communities and 25% to girls from families that live below the poverty line. Under the Samagra Shiksha, provision has been made to upgrade KGBVs from Class 6 to 8 to upto Class 12.
Navodaya Vidyalaya Samiti (NVS) scheme envisages setting up of one Navodaya Vidyalaya in each district of the country. These residential schools impart good quality modern education to rural talented children irrespective of their socio-economic background including ST children.
