Question : Industrial Training Institute

(a) the number of Industrial Training Institutes (ITIS) in the country at present, the State-wise details thereof including Maharashtra and Chhattisgarh;

(b) whether there is a need to open more number of ITIs in the country including Maharashtra, Chhattisgarh and Rajasthan;

(c) the norms fixed to open new ITIs along with the details of the infrastructure required in this regard;

(d) the total number of new ITIs set up in the country, State-wise details thereof including Madha Parliamentary Constituency and Latur district of Maharashtra, Bilaspur, Mungeli, Gaurela-Pendra-Marwahi, Durgand Bemetara districts of Chhattisgarh and Jalore district of Rajasthan during the last three years and the total funds spent in this regard;

(e) whether the Union Government has received requests from the Government of the said States regarding setting up of new ITIs and if so, the details thereof; and

(f) whether there is a need for improvement in training quality of such institutes and if so, the details thereof along with the steps taken/being taken in this regard?

Answer given by the minister

(a)&(b) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) is delivering skills through long term training under Craftsmen Training Scheme (CTS) through an extensive network of 14,730 ITIs in the country at present. The state-wise details including Maharashtra and Chhattisgarh is at Annexure I.
Establishment and administration of ITls comes under the jurisdiction of State Government, while the policies such as setting the criterion for affiliation, conducting the examination along with certification and designing of curriculum are the responsibilities of Central Government. State Government assesses the need to open more number of ITIs in the State and sendssuchproposal to the Directorate General of Training (DGT), Ministry of Skill Development and Entrepreneurship, for granting affiliation.
(c) The affiliation norms for ITIs includes norms for infrastructure such as land, power, machinery & equipment, etc. and these are available at DGT website at https://dgt.gov.in/sites/default/files/NCVT_Affiliation_norms_ITIs.pdf
(d) The State-Wise details of new ITIs affiliated in the country during last three years is given at Annexure II, including Madha Parliamentary Constituency and Latur district of Maharashtra, and Bilaspur, Mungeli, Gaurela-Pendra-Marwahi, Durg and Bemetara districts of Chhattisgarh and Jalore district of Rajasthan. Funds are not provided by Central Government for setting up of ITIs in said districts.
(e) The requests received from the said states for setting up of newITIs is given at Annexure -III.
Improving quality of training in ITIs is a continuous process. Towards this inter-alia standards and norms of affiliation are reviewed; curriculum & courses are revised as per industry practices, trainer / teacher recruitment is advocated; and assessment practices are strengthened. For quality improvement, the State Governments carry out periodical Inspections and Joint Inspections in co-ordination with Regional Directorates of DGT. To measure the quality of training imparted in ITls, DGT carries out periodical grading in the ITIs under Skill Strengthening for Industrial Value Enhancement (STRIVE), and also support 426 ITls for upgradation and quality addition.
