Question : MALNUTRITION AMONG TRIBAL CHILDREN



(a)whether the Government is aware of the rising level of malnutrition among tribal children in the country including Rajasthan;

(b)if so, the details thereof, state/UT wise;

(c) the reasons for such high level of malnutrition among tribal children even after several years of implementation of tribal sub-plans (TSP);

(d) the guidelines of budgetary allocation under TSP at the Central and States;

(e) the details of allocations, utilization of TSP funds since 2009-10 along with the reasons for under-spending in various TSP included programmes; and

(f) whether any deviation of TSP funds has been reported so far and if so, the details of measures undertaken so far to check such deviation of funds?

(a) to (c): The trend of malnutrition among tribal children is not maintained at central level. However, as per the National Family Health Survey 2005-06, the scores for indicators of malnutrition among Schedule Tribe children under the age of 5 are as under:

There are various reasons for malnutrition which includes iron deficiency, worm infestation, micro nutrient deficiency, change of food habits from traditional crops, etc,.

(d): The Tribal Sub Plan allocation are made in accordance with the guidelines on the subject, which are based on the recommendations of the Narendra Jadhav Task Force.

(e) & (f): Details of allocation and utilization of TSP funds by Central Ministries/ Departments are at Annexure-I. Measures provided in the guidelines to check TSP deviation includes:

# Non lapsability of TSP fund

# Non divertability of TSP funds as a necessary condition for release of State specific grants other than those relating to tribal welfare and development.

# In addition, some States have enacted legislations. In State like Gujarat, TSP planning and implementation is monitored by the Chief Minister.
