Question : Implementation of PMAY-G

(a) the target for construction of houses in rural areas under Pradhan Mantri Awas Yojana-Gramin (PMAY-G) till 2022;

(b) whether targets under PMAY-G are being achieved in the country and if so, the details thereof, State-wise;

(c) the details of the financial assistance provided under the scheme at present;

(d) whether the Government is considering to increase the amount of assistance being provided for the construction of houses under PMAY-G, if so, the details thereof and if not, the reasons therefor;

(e) whether any scheme to broaden the eligibility list of Pradhan Mantri Awas Yojana is under consideration of the Government and if so, the details thereof;

(f) the details of the number of housing units constructed under PMAY-G so far, State-wise and year-wise; and

(g) the time by which the remaining housing units are targeted to be constructed?

STATEMENT IN REPLY TO PART (a) to (g) OF LOK SABHA STARRED QUESTION NO.*139 TO BE ANSWERED ON 11.02.2020 REGARDING IMPLEMENTATION OF PMAY-G

(a): To achieve the objective of “Housing for All” by 2022, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) w.e.f. 1st April, 2016 with a target for construction of 2.95 crore houses in rural areas by 2022.

(b): State/ UT-wise targets and achievements under PMAY-G are at Annexure I.

(c) and (d): Under PMAY-G, beneficiaries are provided an enhanced unit assistance of Rs. 1.20 lakh in plains (which was Rs. 70,000 under the erstwhile Indira Awaas Yojana) and Rs. 1.30 lakh in hilly states, difficult areas and Integrated Action Plan (IAP) districts (which was Rs. 75,000 under the erstwhile Indira Awaas Yojana) for construction of a pucca house. In addition, there is provision of 90/95 persondays of unskilled labour wages through convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Rs. 12,000 for construction of toilet through convergence with Swachh Bharat Mission – Gramin (SBM-G), MGNREGS or any other dedicated source of funding. At present, there is no proposal for enhancing the unit assistance under PMAY-G.

(e): For households, who though eligible as per the provisions of the scheme, could not be included in the Permanent Wait List (PWL) of PMAY-G prepared on the basis of SECC 2011 data, an exercise was conducted across the country for identifying such households and capturing their details through the mobile application “Awaas+”. A total of 3.67 crore households has been uploaded on Awaas+ from across the country. The Ministry has constituted an Expert Committee for analysis of “Awaas+” data.

(f): State/UT-wise and year-wise number of houses constructed under PMAY-G, as on 06.02.2020, are given in Annexure II.

(g): The remaining houses are targeted for construction by 2022.
