Question : SANCTION TO PROPOSALS



(a) the names of Members of Parliament (MPs) who have complained about proposals not being sanctioned within 45 days under Member of Parliament Local Area Develo pment (MPLAD) Scheme;

(b) the total number of proposals of Members of Parliament from Bhind-Datia Parli amentary constituency, Madhya Pradesh, which were not cleared by the district admin istration within 45 days;

(c) the action taken against the guilty;

(d) whether the Government has written to the State Governments for action against the guilty; and

(e) if not, the reasons therefor?

(a) The Members of Parliament who have complained about proposals not being sanct ioned within 45 days under Member of Parliament Local Area Development (MPLAD) Scheme include Shri Mithilesh Kumar, Shri Yashvir Singh, Shri Ashok Argal, Shri Mohammed Adeeb Shri R.K. Singh Patel and Shri Bishnu Pada Ray.

(b) As per information received from Bhind District, 227 works from the year 2009-10 to 2011-12 in respect of Bhind-Datia Lok Sabha constituency were not sanctioned with in the stipulated time limit.

(c) The reasons for delay in sanction of works, as explained by the State Government, were partly due to the Implementing Agency being recommended by the Hon’ble MP which could not be approved and subsequently alternate Implementing Agency had to be appointed. In the other case of delayed transfer of funds to Datia District, action was taken by the State Government against defaulting officer, who was transferred out of the district.

(d)&(e) Wherever delay in implementation of the MPLAD Scheme is brought to notice of the Ministry, the concerned State/UT Governments are directed to take appropriate action agai nst the officers responsible for delay.
