STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF LOK SABHA STARRED QUESTION NO.37 FOR 18.12.2017 ASKED BY SHRIMATI ANJU BALA AND SHRI B. SRIRAMULU REGARDING AUDIT OF CENTRAL UNIVERSITIES.
(a): Some complaints of irregularities in appointments and non-implementation of reservation policy for appointments under Scheduled Caste category in Babasaheb Bhimrao Ambedkar University (BBAU), Lucknow were brought to the notice of this Ministry by the National Commission for Scheduled Castes (NCSC) alongwith certain recommendations of the Commission.
BBAU is an autonomous body established under its Act of Parliament and the Ministry has no role in its day to day functioning. However, the recommendations of the Commission were brought to the notice of the University for appropriate consideration. The matter of irregularities in appointments and non-implementation of reservation policy for SCs in appointments is at present sub-judice with the Lucknow Bench of the Hon’ble High Court of Allahabad.
(b): Pursuant to the decision taken in the University Grants Commission’s meeting held on 20.5.2016, it was resolved by UGC to conduct the academic, research, financial and infrastructural audit of 11 Central Universities including BBAU, Lucknow.
(c): As informed by BBAU, Lucknow, a State of the Art building, namely Ambedkar Bhawan, has been completed by the CPWD with the sanctioned estimated cost of Rs. 3888.19 lakhs, wherein Ambedkar Museum, Ambedkar Library, Seminar Halls for Conference/Discussion on Global Thinkers particularly on Ambedkar and Administrative Offices, have been earmarked.
(d): BBAU, Lucknow is an autonomous institution which is governed by its own Act and Statutes and is competent to deal with the complaints, if any, regarding atrocities against any section of employees. UGC has informed that some complaints regarding atrocities on SC/ST employees of BBAU have been received which have been forwarded to BBAU for appropriate action at their end.
