Question : Atrocities and Attacks on Dalits

(a) the number of incidents of atrocities and attacks on Dalits in the country during the last four years;

(b) the number of FIR cases were filed and ended in conviction during the corresponding period, year-wise;

(c) whether there is any mechanism to monitor this type of incidents and its logical conclusion and if so, the details thereof;

(d) whether recently in Gujarat, Karnataka, Madhya Pradesh and Uttar Pradesh Dalit youths were harassed and atrocities committed, after they raised objection for ill-treating them; and

(e) if so, the details thereof and the action taken?

(a) & (b) National Crime Records Bureau (NCRB) compiles and publishes statistical data on crimes in its publication “Crime in India”. The latest published report is of the year 2020. The details of number of cases registered, cases charge-sheeted and persons convicted under crime/atrocities against Scheduled Castes (SCs), State/UT-wise during the years 2017-2020 are at Annexure.

(c) to (e) ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India. The responsibilities of maintaining law and order, protection of life and property of the citizens including SCs, rest with the respective State Governments and the State Governments are competent to deal with such offences under the extant provisions of laws. However, MHA have been issuing advisories to States/UTs from time to time for effective implementation of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, and Rules, which are available at www.mha.gov.in.
