Question : MEASURING OF PETROL



(a) whether new electronic petrol pumps have proved accurate for measuring as in comparison to hold mechanized petrol and diesel pumps;

(b) if so, the extent of their accuracy to per five litre;

(c) whether the Government has recently increased the short supply limit of petrol and diesel pumps from 15 mililitre to 25 mililitre per 5 litre;

(d) if so, whether this increase is not against the interest of consumers in view of accuracy of electronic pumps; and

(e) the total increase in terms of litre in the total sale of diesel and petrol as a result of this enhancement during one year in the country alongwith the market value thereof?

(a) & (b) : Public Sector Oil Marketing Companies (OMCs) have reported that the accuracy of the electronic dispensing pumps is better than the old mechanical dispensing units because of better least count of display and better resolution levels of electronics used. The extent of accuracy is subject to the resolution (least count) of the electronic display unit. The least count in case of mechanical dispensing pumps used to be 100 mililitre and the same in case of electronic pumps is 10 mililitre.

(c): The Government has not increased the short supply limit of petrol and diesel pumps from 15 militre to 25 mililitre per 5 litre recently; the + 0.5% maximum permissible error has been followed since June, 2009 and the same has been incorporated in the Legal Metrology (General) Rules, 2011. Therefore there is no change in the maximum permissible error of the delivery of Petrol and Diesel through dispensing pump since June, 2009.

(d) & (e): Does not arise, in view of (c) above.
