Question : Issue of TPDS

(a) whether the Targeted Public Distribution System (TPDS) in the country is facing massive issues which resulted in failure in distribution, if so, the details thereof;
(b) whether the Government has recently reduced the State-wise allocation of food distribution through the Fair Price Shops, if so, the details thereof;
(c) whether weak monitoring, lack of transparency and inadequate accountability of officials implementing the scheme are reported in the country, if so, the details thereof;
(d) whether price charged exceeds the official price by 10 per cent to 14 per cent, if so, the details thereof;
(e) whether it is true that the progress of work of computerization of TPDS is progressing at very slow pace, if so, the reasons therefor;
(f) whether the Government has initiated any action plan to impress upon the States/UTs to speed up the work of computerization of TPDS on war-footing and complete the work in a time bound manner so as to improve the over-all functioning of the TPDS operations in the country; and
(g) whether the pace of Aadhaar seeding with ration cards is very slow, if so, the details thereof and the reasons therefor along with the corrective action taken thereon?

(a) to (c): National Food Security Act (NFSA)/Targeted Public Distribution System (TPDS) is operated under the joint responsibility of the Central and the State/UT Governments. Central Government is responsible for procurement, allocation as per NFSA and transportation of such foodgrains upto the designated depots of the Food Corporation of India in the State/UT. ration cards to them and supervision over and monitoring of functioning of Fair Price Shops (FPSs) etc. rest with the concerned State/UT Governments. Government of India has not reduced State-wise allocation of foodgrains in contravention of provisions of NFSA.
There have been some complaints/reports from individuals and organizations as well as through press reports relating inter-alia to untimely supply of foodgrains, leakage/diversion, inclusion/exclusion errors, bogus/ineligible ration cards being in circulation, diversion/theft of foodgrains, irregular functioning of FPS. As per provisions of NFSA, all such complaints/grievances are sent to concerned State/UT for redressal. A State/UT-wise statement indicating number of such complaints received during the last three years and current year is at Annex-I.
(d): As per National Food Security Act, 2013 (NFSA), foodgrains are provided to beneficiaries at highly subsidized prices at Rs.3/2/1 for rice, wheat and coarse grains respectively.
(e) to (g): In order to strengthen and streamline TPDS, the Government has initiated implementation of ‘End-to-end Computerisation of TPDS Operations’ in the country on cost sharing basis. The cost is being shared on 90:10 basis with North East States and on 50:50 basis with other States/UTs. The Scheme to ensure transparency and check leakages comprises of activities namely, digitization of ration cards/beneficiary and other databases, computerisation of supply-chain management, setting up of transparency portals and grievance redressal mechanisms etc .
Initially the implementation of the project was slow and uneven across the country due to delay in finalization of action plans by States/UTs, late submission of their proposal for financial assistance and practical problems faced during implementation of the project. Due to vigorous efforts and constant monitoring of the project significant progress has been made. The present status of implementation of various activities of the project State-wise is at Annex-II.
As on 31.12.2014, aadhaar seeding with ration cards was below 10% at National Level. As per the reports received from States/UTs, the present Aadhaar seeding with ration cards stands at 76.21% at National Level i.e.17.68 crore ration cards against the total of 23.2 crore ration cards. Further, Aadhar Act in PDS has been notified on 08/02/17 for completion of aadhar seeding with ration cards.
