(a) the names of all those central universities where the books of all the courses are available both in English and Hindi languages;
(b) whether the Government proposes to make books of all the courses available to the students of all the universities in Hindi language also because a lot of students complete their Intermediate Level studies in Hindi Medium;
(c) if so, the details thereof; and
(d) if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 153 FOR ANSWER ON 2nd MARCH, 2020 ASKED BY SHRI GIRISH CHANDRA AND SHRI SHYAM SINGH YADAV, HON’BLE MEMBERS OF PARLIAMENT REGARDING AVAILABILITY OF BOOKS IN HINDI MEDIUM.
(a) to (d): The Central Universities are autonomous institutions created under the Act of Parliament which are governed by their own Acts, Statutes, Ordinances, etc. and are competent to take decision on their academic matters such as medium of instruction, academic content, courses, syllabi with the approval of their statutory bodies. Ministry of Human Resource Development (MHRD) does not interfere with the routine academic/ administration matter of Central Universities. But in the Conference of Central Universities Vice-Chancellors held on 18.02.2016, Vice-Chancellor of all Central Universities unanimously passed the resolution that in order to ensure that no student is deprived of Higher Education due to language limitation, universities to ensure instruction in an Indian language as applicable to the state and English for this.
