Question : Panchayat Enterprise Suite

(a) whether the "Panchayat Enterprise Suite" has been implemented across all Panchayats under the e-Panchayat Mission Mode Project, if so, the details thereof and if not, the reasons therefor;
(b) details of the steps taken by the Government for complete implementation, along with total percentage of Panchayats covered across India currently, State/ UT-wise; and
(c) the expected timeline for implementation of the project across all Panchayats in the country ?

Answer given by the minister

(a) Ministry of Panchayati Raj (MoPR) is implementing e-Panchayat Mission Mode Project (MMP) wherein a suite of Core Common Software Applications, collectively known as Panchayat Enterprise Suite (PES) has been developed to address various aspects of Panchayats’ functioning including planning, budgeting, implementation, accounting, monitoring, social audit and delivery of citizen services like issue of certificates, licences, etc. However, due to differentials in the level of preparedness of Panchayats across the country, States are at different stages of implementing these applications. Besides, some States have their own State-specific applications for similar purpose.

(b) For effective implementation of the Project, workshops/trainings are organised to demonstrate the applications to the State Government functionaries. MoPR is also providing trained faculty to train toe functionaries on all applications. Review with the States is also held through meetings, video conference sessions and visits of senior officers to States. Furthermore, States/Union Territories are also encouraged to adopt the software applications through the annual e-Puraskars. The adoption status of PES applications by States may be seen at Annex.

(c) No timeline has been fixed by MoPR for the implementation of project across all the panchayats in the country. However, States may set their own timelines for the implementation of the project.
