Question : REMCs

a) whether the Government has approved establishment of Renewable Energy Management Centres (REMCs) throughout the country and if so, the details along with its aims and objectives thereof;
b) whether the Government has identified any agency/body for its establishment;
c) the quantum of funds allocated by the Government for the said purpose;
d) whether the Government has launched number of REMCs in the country and if so, the details of number of said management centres set up since inception; and
e) the other steps taken by the Government for the effective implementation of the renewable energy schemes and to achieve the target fixed therein within stipulated time period?

(a) The Government has approved establishment of Renewable Energy Management Centres (REMCs) at thirteen (13) locations across the country. The main aim and objective of REMC is forecasting & scheduling and real time tracking of renewable energy (RE) generation. REMC closely coordinates with respective State Load Despatch Centres (SLDC) and is integrated with existing Supervisory Control & Data Acquisition System (SCADA) for RE generation despatch. REMC helps system operators to manage grid operation in a better way so as to ensure power system security and stability.
(b)&(c) The Ministry of Power has identified Power Grid Corporation of India Limited (PGCIL) as the implementing agency and has allocated Rs. 409 crore towards establishment of REMCs.
(d) Eleven (11) REMCs co-located with State Load Despatch Centres (SLDC) at Tamil Nadu, Andhra Pradesh, Karnataka, Gujarat, Maharashtra, Madhya Pradesh & Rajasthan; and Regional Load Despatch Centres (RLDC) at Southern region-Bengaluru, Western region-Mumbai and Northern region-Delhi; and National Load Despatch Centre (NLDC) at Delhi have been commissioned so far.
(e) The steps being taken by the Government for development of renewable energy sector in the country, inter-alia, include These inter-alia, include the following:
(i) Announcement of a target of installing 100 GW of solar energy capacity by December, 2022.
(ii) Waiver of Inter State Transmission System (ISTS) charges and losses for inter-state sale of solar and wind power for projects to be commissioned up to December, 2022.
(iii) Permitting Foreign Direct Investment (FDI) up to 100 percent under the automatic route.
(iv) Issue of Letter of Credit (LC) as payment security mechanism under PPAs by distribution licensees for ensuring timely payments to RE generators.
(v) Notification of standard bidding guidelines to enable distribution licensee to procure solar and wind power at competitive rates in cost effective and transparent manner.
(vi) Declaration of trajectory for Renewable Purchase Obligation (RPO) up to year 2022.
(vii) Setting of Ultra Mega Renewable Energy Parks to provide land and transmission on plug and play basis to investors.
(viii) Implementation of Green Energy Corridor project to facilitate grid interaction of large scale renewable energy capacity addition.
(ix) Notification of quality standards for deployment of solar photovoltaic system/devices.
(x) Launch of new schemes like Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM-KUSUM), 12000 MW CPSU Scheme (Phase II) and Solar Rooftop (Phase II) program.
