Question : Details of Schemes and Proposals

(a) the details of the schemes launched by the Government under the Ministry of Drinking Water and Sanitation since the year 2014 till date along with the details of the targets set and the achievements made under each of these schemes, year-wise;
(b) the details of the proposals received from various States along with the proposals approved by the Union Government under the schemes sponsored by the Ministry, State-wise;
(c) the details of the funds allocated and utilized for implementation of various schemes of this Ministry during each of the last four years and the current year, Scheme-wise and State-wise; and
(d) whether the Government has set any time-limit for completing the pending schemes and if so, the details thereof?

(a) Ministry of Drinking Water and Sanitation is implementing two main scheme/programmes namely - Swachh Bharat Mission-Gramin (SBM-G) and National Rural Drinking Water Programme (NRDWP).
SBM(G) was launched on 2nd October, 2014 with the aim to attain Open Defecation Free India by 2nd October, 2019 by providing access to toilet facilities to all rural households in the country.
As a part of SBM-G, GOBAR-Dhan (Galvanizing Organic Bio-Agro Resources) scheme was launched by the Ministry on 30.04.2018 with an aims to positively impact village cleanliness and generate wealth and energy from cattle and organic waste. The scheme also aims at creating new rural livelihood opportunities and enhancing income for farmers and other rural people.
Under centrally sponsored National Rural Drinking Water Programme (NRDWP) started in 2009, this Ministry provides technical and financial assistance to States for improving coverage of safe drinking water in rural areas. Within this Programme, there are 3 focused sub-programmes also namely (i) Rural Water Supply & Sanitation Project [for Low Income States i.e. Assam, Bihar, Jharkhand and Uttar Pradesh] (ii) National Water Quality Submission (NWQSM) [for Arsenic & Fluoride affected habitations] and (iii) Swajal [community demand driven programme of preferably solar powered single village piped water supply schemes in Aspirational districts identified by NITI (National Institution for Transforming India)] Aayog to help in increasing the outreach of drinking water in underserved rural areas].
The SBM(G) is a demand driven programme and hence no fixed year-wise targets are set, whereas, year-wise number of individual household latrines (IHHLs) constructed under the programme are 58,27,108 in 2014-15, 1,26,14,965 in 2015-16, 2,19,83,810 in 2016-17, 3,03,11,019 in 2017-18 and 2,18,52,921 in 2018-19. So far, 27 States, 601 Districts, 5,928 Blocks, 2,46,093 GPs and 5,50,038 Villages have been declared Open Defecation Free (ODF).

(b) to (d) Under SBM-G, States/ Union Territories submit their Annual Implementation Plans (AIPs) and after examination of the same and the discussion with the State/UT Governments, the Ministry approves the same. Ministry received 32 AIPs, one from each State/UTs except for Goa, Chandigarh, Lakshadweep, National Capital Territory Delhi, during 2018-19, and all were approved.
GOBAR-DHAN Scheme has been taken up by 22 States, and State Technical Advisory committee has been formed in all 22 States that are implementing the scheme.
Under NRDWP, the proposal of schemes / projects to be taken up are decided by the State Governments themselves and are not required to be sent for approval to this Ministry as Rural Water Supply is State subject and this Ministry only provides financial & technical assistance to improve the coverage of drinking water supply in rural habitations.
The details of the funds allocated and utilized under SBM-G and NRDWP of this Ministry during last four years and current year, state-wise, are at Annexure-I and Annexure-II, respectively.
SBM-G was launched on 2nd October, 2014 with the aim to attain Open Defecation Free India by 2nd October, 2019 by providing access to toilet facilities to all rural households in the country. While providing assistance by the Ministry through NRDWP, thrust is on providing safe drinking water to all rural population with piped water supply at the earliest.
