Question : Electrification of Villages

(a) the details of the number of electrified and un-electrified villages in the country, State/UT-wise;

(b) the details of targets set and achieved under Deen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY) and the reasons for non-achieving the targets during each of the
last three years and the current year, State/UT-wise;

(c) the funds allocated, released and spent under the scheme during the period for the implementation of the scheme, State/ UT-wise;

(d) whether BPL families and the hamlets on agricultural lands have been left out of the scheme and if so, the details thereof including the number of BPL families covered under the scheme during the period;

(e) whether villages have been declared to be electrified in the GVA reports prior to a confirmation visit by the GVA representatives, if so, the details thereof and the reasons therefor; and

(f) whether uninhabited villages and forest areas such as Panalomali, Kusadangar, Patyetapali in Odisha, Sunwara in Madhya Pradesh and Akbarpur in Muzaffarnagar district of Uttar Pradesh have been counted as electrified and if so, the reasons therefor?

(a) : As reported by the States, there were 18,452 un-electrified census villages in the country, as on 01.04.2015. Out of these un-electrified villages, 9,326 villages have been electrified as on 31.07.2016 and remaining 9126 un-electrified villages are targeted to be electrified by 1st May, 2018. The State-wise details of un-electrified villages are given at Annexure-I.

(b) : Under Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) including RE component, State-wise targets and achievements for electrification of un-electrified villages during the last three years and current year is at Annexure-II. The progress in some of the States was delayed due to various reasons which include difficult terrain, shorter season for working and required approvals.

(c) : Funds are released based on achievement of milestones of work. State-wise capital subsidy released under DDUGJY during the last three years and current year is at Annexure-III.

(d) : Free electricity connections to 40,27,721 Below Poverty Line (BPL) households have been released under the scheme during the last three years and current year. BPL households are eligible for free connection under DDUGJY.

(e) : The data regarding rural electrification including electrification of villages is reported by the concerned State Governments and Distribution Companies (DISCOMs). Rural Electrification Corporation (REC), being the Nodal Agency for operationalization of DDUGJY, has deployed Gram Vidyut Abhiyantas (GVAs) who visit villages and report the situation. If any discrepancy is found, States/DISCOMs are advised by REC to rectify the status.

(f) : Out of five villages, three villages namely Panalomali (Odisha), Patyetapali (Odisha), Sunwara (Madhya Pradesh) are not part of 18,452 un-electrified villages provided by respective State Power Utility as on 1st April, 2015. Village Kusadangar (Odisha) was declared as uninhabited by the Government of Odisha. Village Akbarpur (Uttar Pradesh) is taken in to progress based on the DISCOM report. Later the State has reported this village as uninhabited.
