(a) National Crime Records Bureau (NCRB) compiles and publishes statistical data on crimes in its publication “Crime in India”. The published reports are available till the year 2019. Analysis of this data for cases registered under various crime heads on crimes against children does not show any uniform trend.
(b) Does not arise in view of reply to part (a) above.
(c) to (e): ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India. The responsibilities to maintain law and order, protection of life and property of the citizens including investigation and prosecution of crime including crimes against children rest with the respective State Governments. The State Governments are competent to deal with such offences under the extant provisions of laws.
However, Government accords utmost priority to the safety of children. The Ministry of Home Affairs has issued various advisories from time to time on steps to be taken for effective prevention, detection, registration, investigation and prosecution of all crimes against Children, measures needed to prevent trafficking and to trace children, filing of FIR in case of missing children, kidnapping of minors, tackling of cyber crime relating to obscene content against children and safety and security of children living in Child Care Institutions.
