Question : SLUM REHABILITATION



(a) whether the State of Maharashtra has sent a proposal requesting the Government for withdrawal of 51-49 percentage ratio stipulated for slum rehabilitation projects.

(b) if so, the details thereof and the reasons therefor; and

(c) the action taken/being taken by the Government in the matter?

(a) : Yes, Madam.

(b) & (c) : A large number of old and dilapidated, cessed and unsafe buildings are in the CRZ areas of Greater Mumbai and due to their age these structures are extremely vulnerable and disaster prone. There is an urgent need for the redevelopment or reconstruction of these identified buildings, and, therefore the CRZ Notification, 2011 provides special provisions for Slum Rehabilitation Schemes.

According to one of the special provisions, the Slum redevelopment schemes shall be undertaken directly or through joint ventures or through public private partnerships or other similar models ensuring that the stake of the State Government or its parastatal entities shall be not less than 51%.

The State Government of Maharashtra has requested for withdrawal of the above provision of 51% on the ground the Slum redevelopment scheme with these provisions are not getting any response.

Ministry of Environment, Forests and Climate Change has constituted an Expert Committee under the Chairmanship of Secretary, Ministry of Earth Sciences to examine the issues raised by Government of Maharashtra.
