(a) the various steps taken by the Government to improve the Fisheries and Dairy Development under the “Rashtriya Krishi Vikas Yojna” in various States of the country;
(b) the details of the scheme of fund allocation by the Government for the same;
(c) whether the Government has any action plan to popularize fisheries in Bihar; and
(d) if so, the steps taken by the Government in this regard?

(a)&(b): Rashtriya Krishi Vikas Yojana (RKVY) is a State Plan scheme launched in August, 2007. The States have been provided flexibility and autonomy for selection, planning, approval and execution of projects/programs under the scheme as per their need, priorities and agro-climate requirements with a view to promote dairy and fisheries activities . The States /UTs are requested to submit proposals on these activities among other for funding by GoI under RKVY as per the National Action Plan & respective State Action Plan for Dairy and Fishery development in the State.
Details of the total number of on-going/completed projects together with funds released to State/UTs on the basis of proposals received under RKVY during the last two financial years are as follows:

(c) & (d): Government of India is implementing the Centrally Sponsored Scheme on Blue Revolution: Integrated Development and Management of Fisheries to enhance fish production in the states. Government of India has formulated a National Integrated Fisheries Action Plan- 2020 (NIFAP) in consultation with all States/ UTs and advised all States/UTs to prepare their State Action Plans, including Bihar. Accordingly, priority items have been identified based on the potential of the States. Action plans on Recirculatory Aquaculture System (RAS), Ornamental Fisheries, Mission Fingerling, Cage culture, Wetland development etc. have been formulated for development of fishery sector in the States/UTs including Bihar State. The State Governments have also been sensitized to implement these identified components through Official communications, review meetings and Video Conference etc.
