Question : Nomenclature and Status of Sanitation Workers

(a) whether all sanitation workers are still called “manual scavengers” and there isn`t a nuanced understanding of the diversity of sanitation work, if so, the reasons therefor;
(b)whether the Government proposes to enact a law for appointment of sanitation workers in all the Gram Sabhas under the Swachh Bharat Mission; and
(c) the various welfare and social security schemes/including improving the working condition implemented particularly for such sanitation workers in the country?

(a) to (c) Under Swachh Bharat Mission (Gramin), for disposal of human excreta use of safe and eco-friendly onsite sanitation technologies such as twin leach pit toilets is encouraged. Under this technology, human feces automatically becomes manure in 1-2 years and no manual scavenging is required.
