Question : Laying of CNG Pipeline

(a) the details of the Gas pipeline being laid or proposed to be laid by the Government from Dibiyapur (Uttar Pradesh) to Vijaipur (Madhya Pradesh) along with the total length of the pipeline in kilometers including the number of villages/cities through which the said pipeline is passing ;
(b) whether there is any plan/provision to set up CNG pumps along the said gas pipeline and if so, the details thereof;
(c) whether timely compensation is being paid to the affected farmers; and
(d) the details of the total number of complaints received in this regard so far including the number of complaints disposed of?

(a) GAIL has been authorized to execute 352 km long Natural Gas Pipeline from Vijaipur (Madhya Pradesh) to Dibiyapur (Uttar Pradesh) passing through 197 villages and 7 districts.
(b) Petroleum & Natural Gas Regulatory Board (PNGRB) is the authority to grant authorization to the entities to lay build, operate or expand gas pipeline and for the development of City Gas Distribution (CGD) network in Geographical Areas (GAs) as per
PNGRB Act, 2006. PNGRB identifies GAs for authorizing the development of CGD network in synchronization with the development of natural gas pipeline connectivity and natural gas availability. Establishment of CNG stations is part of development of CGD Network. PNGRB has authorized Guna district GA, Ashok Nagar district GA, Shiv Puri district GA ,Jhansi (Except area already authorized) district, Bhind, Jalaun, Lalitpur and Datia district GA, Auraiya, Kanpur Dehat and Etawah district GA along with other GAs in the states of Madhya Pradesh and Uttar Pradesh in 9th and 10th CGD bidding round for development of CGD network. The said pipeline passes through the districts of Guna, Ashok Nagar, Shiv Puri and Datia districts in Madhya Pradesh and Jhansi, Jalaun and Auraiya districts in Uttar Pradesh.
(c) & (d) GAIL has informed that the applicable compensation to the affected farmers is being paid in time bound manner as per provision of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 by the Competent Authority. GAIL has further informed that one complaint from Shri Santosh Kumar, Village- Chirgaon Khurd, Post-Samthar, Tehsil-Moth, District-Jhansi, Uttar Pradesh, was received regarding RoU crop compensation for three crops and the same has been resolved by Competent Authority.
