Question : Pilferage of Coal during Transportation

a) the name of the roads in the country on which the coal is transported 24 hours, State-wise;
b) whether coal is reportedly pilfered on the way by the truck drivers;
c) if so, the details thereof and the steps taken by the Government in this regard; and
d) the number of persons found guilty and the action taken by the Government against them during the last three years, State-wise?

(a) The name of the roads in the country on which coal is transported 24 hours, company-wise and State-wise is given below:

Madhya Pradesh Betul - Ghodadongri - Sarni Road.
Chhindwara – Parasia – Junnardeo – Tandsi Road.
i. Junnardeo – Hirdagarh – Amla Road.
Northern Coalfields Limited (NCL) Uttar Pradesh Shaktinagar –Varansi(SH-5A).
Madhya Pradesh Rewa-Ranchi (NH-75).
Mahanadi Coalfields Limited (MCL) Odisha Coal from Talcher Coalfields is being transported from Hingula, Balram, Bharatpur, Ananta, Jagannath, Bhubaneswari and Lingraj OCM to NH-149 through dedicated coal corridor.
Coal from IB Coalfields i.e. Belpahar, Lakhanpur and Lilari is being transported through company’s road leading to Raigarh & Jharsuguda (NH-49).
Coal from IB Coalfields i.e. Samaleswari, Lajkura and Orient group of mines is being transported through Company’s road leading to NH-49.
Coal from IB Coalfields i.e.Basundhara Area is being transported partly through MCL’s road and partly through (MDR) (State Major District) Roadleading to Sundaragarh, Raigarh and Kanika Railway Siding.

The information in respect of other subsidiary companies is being collected.

(b) As informed by Coal India Limited (CIL) there are stray reports of pilferage of coal by the truck drivers in ECL and there are a few reports of minor pilferage of coal by truck drivers on the way in WCL.

(c)& (d): ECL: The company has taken preventive measures like commissioning of Vehicle Tracking System (VTS) through Global Positioning System (GPS) with geo-fencing of designated coal transportation routes in addition to control rooms in all the Areas and at the Headquarters for monitoring.
Action taken on the basis of report of Vehicle Tracking System (VTS) during January 2017 to March 2017 is as under:

Steps taken to stop/control pilferage of coal in WCL is as under: -

(1) Entry/exit points are manned by establishing proper check-posts and barrier, where
all coal laden vehicles are physically checked.
(2) Patrolling within and outside the mine by security staff.
(3) Joint patrolling with local police is also being carried out in Areas.
(4) Surprise checks/raids by flying squads of CISF / security department.
(5) Security squads have been introduced the check theft of coal en-route to railway sidings.
(6) Surprise re-weighment of coal laden trucks at weigh bridges.
(7) 100% weightment at Despatch end and Receipt end is carried out during internal transportation of coal.
(8) No trucks are allowed for next loading until and unless proof of delivery of previous load is produced at Security Check Post at despatch end.
(9) Re-conciliation of weighment is done frequently for internal transportation. Police is informed and proper FIR is lodged in case of theft of coal whenever it takes place.
(10) The defaulting drivers and trucks involved in theft of coal are debarred from carrying out any transportation work.
(11) The movements of trucks are monitored in all areas to prevent pilferage of coal. This system involves geo-fencing, Global Positioning System(GPS), Radio Frequency Identification Devices (RFID), Closed Circuit Televisions( CCTVs), boom barriers etc. to constantly monitor movement of trucks.
(12) Follow-up actions are taken for recovery of coal theft, if any.
