Question : FACILITIES TO PROJECT AFFECTED PEOPLE



(a) whether the NPCIL and other Project Authorities under the administrative control of Department of Atomic Energy provide employment, education, health and other facilities to the people/families living in and around the projects as part of their Corporate Social Responsibility (CSR);

(b) if so, the details thereof including the number of persons/families benefited as result thereof, plant-wise; and

(c) the funds allocated and utilised during each of the last three years and the current year for the purpose, plant-wise?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO.223 FOR ANSWER ON 23.07.2014 BY SHRI OM BIRLA REGARDING FACILITIES TO PROJECT AFFECTED PEOPLE.

(a) Nuclear Power Corporation of India Limited (NPCIL) and other project authorities under administrative control of Department of Atomic Energy (DAE) carry out neighbourhood welfare activities, wherever mandated under the Corporate Social Responsibility (CSR), in the surrounding areas of projects, in accordance to the prevailing guidelines of the Government. The schemes under CSR are designed and implemented based on the needs of the surrounding population, and inter-alia comprise of infrastructure development, skill development of the people, support in education, and health.

(b) Welfare programmes undertaken by NPCIL and other project authorities under administrative control of DAE, over time, have led to improved opportunities of livelihood, availability of healthcare, drinking water, education including skill development and infrastructure facilities to the surrounding population. As facilities/assets created under CSR activities continue to be used over a long period of time, and the benefits accrued spread across the society, exact objective quantification of such benefits in terms of number of persons benefitted from CSR activities, is difficult,. However, NPCIL has estimated the number of people benefitted as a result of their CSR activities undertaken in the last three years around their Atomic Power Plants to be over 27 lacs . Plant-wise details are enclosed as Annexure ‘A’.

(c) The details of funds allocated and utilised on CSR/ Neighbourhood Development during the last three years and the current year in respect of NPCIL and other PSUs are given in Annexure ‘B’ and ‘C’ respectively.
