Question : STANDARD OF ENGINEERING EDUCATION



(a) whether the Government has any visionary plan in maintaining the need of engineering graduates proportionate to the establishment of engineering colleges in the country and if so, the details thereof;

(b) whether the standard of engineering education in India has declined during the past decade and if so, the details thereof ;

(c) the number of engineering and technical colleges which have been opened in each State after the grant of approval by the All India Council of Technical Education (AICTE) during the last decade;

(d) whether the AICTE has given permission to open such engineering and technical colleges without making any assessment of faculty and other infrastructure; and

(e) if so, the details thereof and the corrective steps taken/ proposed to be taken to arrest the declining standard of education in engineering and technical colleges in the country?

(a)& (b):The 12th Plan document sets a target of 25.2% Gross Enrolment Ratio (GER) by 2017-18. This can happen only through Capacity creation and collective efforts of all the stakeholders including the Institutions, the affiliating Universities etc.. In order to maintain the quality of education, AICTE as the regulator of technical education has notified the regulations and Approval Process Handbook containing norms and standards for granting approval to technical institutions. Institutions fulfilling the norms are granted approvals. However, Institutions violating these norms and standards are liable for punitive action as per Approval Process Handbook.

Further, AICTE also funds institutions for enhancement of quality of education through its different schemes such as Research Promotion Scheme (RPS), Faculty Development Programme (FDP), Innovation Promotion Scheme(IPS), Quality Improvement Programme (QIP) etc.

(c): The total number of engineering colleges opened from 2006-07 onwards are given below:

(d)& (e): No Madam, in order to maintain the standard of education, AICTE has notified the regulations and Approval Process Handbook containsnorms and standards for grant of approval to the technical institutions. Institutions that violate these norms and standards are liable for punitive action as per Approval Process Handbook.
