(a) & (b) : Yes, Sir. The Bureau of Industrial Costs and Prices (BICP)
had been entrusted to undertake a study:-
(i) to determine milling charges for CMR for the millers in the States
of Punjab, Haryana, M.P., U.P. and Orissa using a representative sample of
mills in consultation with FCI and the technical wing of the Department of
Food & Public Distribution; and
(ii) to check whether transportation costs within 8 kilometers each of
receiving paddy by the mills from stock points of State Agencies and
delivery of paddy from the mills to FCI stock points are subsumed in the
milling rates.
(c) & (d) : Yes, Sir. Taking into account the realizations from the
by-products arising out of milling of the paddy, the BICP in its report
relating to Punjab has arrived at a milling cost of Rs.8.90 per qtl. for
raw and Rs.19.57 per qtl. for par-boiled rice respectively which includes
the transportation costs, referred to in reply to parts (a) & (b) above.
