Question : Guidelines for Recognized Sports

(a) whether there is a need of clear guidelines regarding sports recognised by the Government, if so, the details thereof;
(b) whether the Government proposes to make available the list of sports available on the department website and if so, the action taken thereon;
(c) whether the Government proposes to direct the sports federations to register their athletes and issue them IDs and if so, the details thereof;
(d) whether the Government proposes to set up a sports college for the benefit of athletes exhibiting sports skills and if so, the details thereof;
(e) whether the Government has taken note of the SansadKhelSpardha being organised in Satna Madhya Pradesh since 2013 and if so, the details thereof; and
(f) whether the GST on sports equipments is very high and if so, the steps being taken to reduce the GST under Fit India?

STATEMENT REFEERED TO IN REPLY TO PARTS (a) to (f) OF THE LOK SABHA STARRED QUESTION NO. †*362 FOR REPLY ON 29.03.2022 ASKED BY SHRI GANESH SINGH REGARDING GUIDELINES FOR RECOGNIZED SPORTS

(a) to (c) Ministry of Youth Affairs and Sports recognises National Sports Federations for different sports as per the provisions under National Sports Development Code of India (NSDCI), 2011 and subsequent guidelines issued from time to time for promotion and development of sports in India. These Guidelines are readily available on the website of this Ministry along with the list of recognised NSFs which is updated from time to time.The National Code against Age Fraud in Sports issued by this Ministry requires National Sports Federations at the time of registering or allowing a new athlete to participate in an event, to get all the players in age level competitions medically examined and as per medical report to issue an Identity Card to the athletes.

(d)& (e) ‘Sports’ being a State subject, the responsibility of establishing sportscollegein the country rests primarily with the State / Union Territory Governments.However, this Ministry has accredited total of 247 academies under Khelo India Scheme. Further, this Ministry has established National Sports University in Manipur for promotion of education in areas of sports sciences, sports technology, sports coaching, besides functioning as the national training centre for selected sports disciplines. Also Lakshmibai National Institute of Physical Education (LNIPE) imparts education in the field of physical education, Sports/Games and other inter-disciplinary subjects.This Ministry supplement the efforts of National Sports Federations for conduct of National level events. The SansadKhelSpardha being organised in Satna, Madhya Pradesh is outside the purview of this Ministry.

(f)GST rates are fixed based on the recommendations of the GST Council. Most of the sports equipment are taxed at a GST rate of 12%. Only a few sports equipment such as for general physical exercise, padding pools attract GST at 18%. Further, this Ministry has been receiving representations from sports goods manufacturers seeking exemption in rate of duty for sports goods under GST regime. The Department of Sports has requested the Ministry of Finance to make a uniform GST slab i.e. 5% on all sports goods to encourage manufacturing of sports goods in India
