(a) whether the Government is formulating any scheme for the construction of bypass track for goods trains on busiest tracks;
(b) if so, the details thereof;
(c) the number of passenger trains getting late due to goods trains at present; and
(d) the tracks to be identified under the bypass track scheme?

(a) to (d): Construction of bypass track is an ongoing continuous planning process in Indian Railway. On date, 43 number of bypass works are sanctioned. Passenger trains get late due to a variety of reasons like outside interference, cattle run-over, fog, alarm chain-pulling, congestion, saturation, equipment failures etc. Passenger trains normally get precedence over goods trains.
