(c) to (d): Security related expenditure is reimbursed to State Governments under this
Scheme. The State Governments prepare their need-based annual plans within the ambit of
the guidelines prescribed under the Scheme. On-account advance is provided to the State
Governments for smooth and timely implementation. Reimbursement of actual expenditure
incurred by the State Governments is periodically made by the Central Government. State
Governments are continuously urged to ensure timely and qualitative utilization of funds
under this Scheme.
