Question : PURA Scheme

(a) the extent to which the Government has achieved the success to bridge the ruralurban divide through implementation of the Provision of Urban Amenities in Rural Areas (PURA) scheme in the country;

(b) the details of the works/projects commenced under the said scheme so far, State/UT-wise along with the present status of such works/projects;

(c) the details of the funds provided under the said scheme during each of the last three years and the current year, State/UT-wise along with its utilization as reported by the implementing agencies across the country;

(d) the number of projects under the said scheme have been stuck due to dispute between the implementing agency and respective State/UT Government/ Panchayat during the said period, State/ UT-wise;

(e) the mechanism developed by the Government to settle the said disputes amicably along with the number of such disputes resolved during the said period, State/UT-wise; and

(f) the other steps taken/being taken by the Government for effective implementation of the scheme across the country?

(a) to (b): The Government was implementing the Scheme of Provision of Urban Amenities in Rural Areas (PURA) on pilot basis for providing basic amenities in rural areas through Public Private Partnership (PPP) mode. The scheme was restructured in 2010 with the aim to achieve holistic and accelerated development of compact areas around a potential growth centre in Gram Panchayat(s) through PPP framework for providing livelihood opportunities and urban amenities to improve the quality of life in rural areas.

(c) to (e): The activities proposed under PURA projects include drinking water supply and sewerage, construction and maintenance of village streets, drainage, solid waste management, skill development, development of economic activities etc. The current status of PURA projects is as follows. There is no provision to provide funds under the PURA Scheme during the last three years. The following projects are proposed and are at various stages of approval/appraisal.

(f): The PURA scheme has been replaced by the Shyama Prasad Mukherji Rurban Mission (SPMRM). The Mission aims at development of 300 clusters in all States and UTs. These clusters would be developed by provisioning of economic activities, developing skills& local entrepreneurship and providing infrastructure amenities.
