Question : Malnutrition and Nutrition Deficiency among Women and Children


(a) whether the Government has taken note that problem of malnutrition and nutrition deficiency/under-nutrition is still prevalent among women/girls and children in the country, particularly in tribal, rural and backward/hilly areas, as pointed out by in latest Global Hunger Index and other surveys/reports made in this regard, if so, the details and the outcome thereof, State/ UT-wise and the reasons therefor;
(b) the details of the schemes implemented by the Government along with works undertaken under National Nutrition Mission (NNM) for eradication of malnutrition and nutrition deficiency in the country along with the funds allocated/ released and utilised thereunder during each of the last three years and the current year, Scheme and State/UT-wise;
(c) whether the said schemes has made any impact in eradication of malnutrition and nutrition deficiency in the country, if so, the details thereof, scheme and State/ UT-wise;
(d) the monitoring mechanism in place by the Government to check funds utilization by the States/UTs under said schemes to improve health and nutrition level of malnourished women and children; and
(e) the further measures taken by the Government to make the country free from malnutrition and nutrition deficiency?

(a): In the Global Hunger Index, 2016, India has been ranked 97th among the 118 countries surveyed. The Global Hunger Index, 2016 does not provide disaggregated data on prevalence of malnutrition in Rural, tribal and backward areas. However, as per the recent report of National Family Health Survey (NFHS) – 4 conducted by Ministry of Health and Family Welfare in 2015-16, 35.7% children under 5 years of age are underweight, 38.4% are stunted and 58.4% are anaemic. Further, 22.9% women (15-49 years of age) have chronic energy deficiency (BMI less than 18.5) and 53% are anaemic.In the Rural areas among children under five years, 38.3% are underweight, 41.2% are stunted and 59.4% are anaemic. Also, as per NFHS-4, 26.7% women (15-49 years) have chronic energy deficiency and 54.2% are anaemic. The State-wise details are at Annexure-I, II& III.




Malnutrition is complex, multi-dimensional and inter-generational in nature. The causes inter alia are inadequate access to food, health services, safe drinking water, sanitation and environmental conditions, educational levels, income and socio-cultural factors like early marriage, etc. The situation is further compounded by ignorance about nutritional needs of infants and young children and repeated infections.

(b): This Ministry is implementing Anganwadi Services, Scheme for Adolescent Girls and Pradhan Mantri Matru Vandana Yojna under the Umbrella Integrated Child Development Services Scheme as direct targeted interventions to address the problem of malnutrition in the country.The statement of funds allocated/released utilized and achievements made under each scheme during the last three years and the current year is at Annexure- IV, V and VI.

During the XII Five Year Plan, National Nutrition Mission had two components i.e. IEC campaign against malnutrition and Multi-sectoral Nutrition Programme. IEC campaign against malnutrition, a national level media campaign programme, was completed during 2014-15 and the Multi-sectoral Nutrition Programme could not be implemented.The budgetary allocations made and funds utilized under the National Nutrition Mission (NNM) during 2013-14 to 2015-16 are as below:

(c): The latest data from NFHS-4 (2015-16) shows a reduction in the levels of undernutrition among women and children in the country. The data shows 35.7%children under 5 years of age as underweight and 38.4% are stunted indicating a reductionfrom the previous NFHS – 3 conducted in 2005-06, which reported 42.5% children under 5years of age as underweight and 48% stunted.

(d): Under the Anganwadi Services of the umbrella ICDS, the 5-tier monitoring and review mechanism is in place at different levels (National/State/District/ Block/Anganwadi) by involving public representatives for monitoring the status of Anganwadi Centres. Performance of the schemes is reviewed on a quarterly/annual basis to identify gaps and for taking corrective measures. The monitoring and supervision mechanism set up under the umbrella ICDS is used for the Scheme for Adolescent Girls and the Pradhan MantriMatruVandanaYojanaas well.

(e): Pan-India Implementation of the Pradhan MantriMatruVandanaYojanahas been approved recently with the aim of improving health seeking behavior and nutrition among the Pregnant Women & Lactating Mothers to reduce the effects of under-nutrition, stunting, wasting and other related problems.
