production parameter instead of baseline expenditure in the allocation of Rashtriya Krishi Vikas
Yojana (RKVY) funds;

formula as 30% of allocation is based on the relative size of agriculture and allied
sector in a State weighted for the targeted/actual growth rate in Eleventh Plan.
