Question : Non-Teaching Staff

(a) whether the Government has noticed that Non-Teaching staff working in institutions of Higher Education lack legal provision for a uniform staff pattern;
(b) if so, the details thereof;
(c) whether the Government is aware that Non-Teaching Staff are not brought within the purview of the UGC and other regulatory bodies and if so, the details thereof; and
(d) the steps taken by the Government for coverage of Non-Teaching staff in institutions of Higher Education for revision of pay scale to ensure parity with similar scientific institutions, Research Organisations in the country?

(a) to (c) On the advice of MHRD, University Grants Commission (UGC) Joint Cadre Review Committee (JCRC) has reviewed the pay scales and designations of the non-teaching staff of Central Universities, UGC maintained Deemed to be Universities and Delhi Colleges.

(d) UGC extends the Central Pay Commission recommendations as approved by Government of India to the non-teaching staff of the Central Universities, UGC maintained deemed to be Universities and Colleges affiliated to University of Delhi. It is also applicable to other Quasi Govt. Organization / Statutory Bodies etc. set up by and funded / controlled by Central Government. The State government / Management of the Institutions concerned other than those mentioned above have to take a decision to adopt the pay scales as recommended by the Central Pay Commission(s) for which, no financial assistance can be expected from UGC / Central Government.
