Question : Protectees Under Z and Y Security

(a) the total number of Z, Z plus, Y and Y plus protectees in the country, category and State-wise;

(b) the total amount spent by the Ministry on the security of these protectees, category-wise;

(c) whether there is any due by private individuals regarding the expenditure on security provided and if so, the details thereof; and

(d) the parameters to decide the category for providing security under the above categories?

(a) ‘Police’ and ‘Public Order’ being State subject under the Constitution of India, the responsibility for providing security to an individual lies primarily with the State Government concerned. List of State Government protectees is not maintained centrally. Further, security to protectees in Central List is provided on the basis of threat assessment by Central Security Agency and

is subject to periodic review. Based on such review, the security cover is continued, withdrawn or modified. The number, therefore, varies from time to time. However, presently around 230 protectees are being provided security in the Central List.

(b) The expenditure incurred on providing security to these protectees cannot be estimated as different State Governments/ Union Territory (UT) Administrations and various agencies are involved in making security arrangements for them.


(c) Generally, the expenditure on security to individual is borne by the Government.


(d) Security is provided on the basis of threat assessment by Central Security Agency.
