Question : Driving Schools

(a) whether the Government has any proposal for setting up of driving schools in the backward districts of the country to prevent road accidents and if so, the details thereof;
(b) whether there is any proposal to set up new driving schools in Farrukhabad district of Uttar Pradesh;
(c) whether the Government has launched a scheme for setting up of Regional Driver Training Centres(RDTCs) in the country and if so, the details thereof;
(d) the criteria fixed regarding implementation of the said scheme;
and
(e) the details of RDTCs proposed to be set up in the State of Odisha?

(a) Ministry of Road Transport and Highways has the Scheme to set up Institute of Driving Training and Research (IDTR) in 2 tier system. The IDTR in tier-1 is the model driver training institute including complete infrastructure required for a modern IDTR. In tier II, Regional Driving Training Centres (RDTCs) are to be developed across the States. Also, there is a scheme for setting up of Driving Training Centre (DTC) to provide financial assistance to private participants for setting-up of the Driving Training Centres, which is presently on stay by the High Court of Madras. The proposals of IDTR/RDTC/DTC are required to be submitted with the recommendation of the respective State Government.

(b) No proposal has been received from the concerned State Government for setting up of Driving Training Institute (IDTR/RDTC/DTC) in the district of Farrukhabad, Uttar Pradesh.

(c) Yes, the Government has the ongoing scheme for Setting up of Regional Driving Training Centres (RDTCs). The proposals as per the Schematic guidelines (placed in public domain i.e. Under Road Safety tab of www.morth.nic.in) are required to be submitted by the State Government.

(d) As per the Scheme Guidelines, any agencies such as NGO/Automobile Associations/Vehicle Manufacturers’ Association/Autonomous Body/Private Vehicle Manufacturers, ITI, authorized and recommended by the State governments, in collaboration with the State and Central Government may send the proposal. The criteria for agencies other than State government is as under:

i) Must be registered with the appropriate legal authority.
ii) Must be a clean record holder since inception.
iii) Must have an annual financial turnover of minimum Rs. 50 lakh.
iv) Should have experience of 3 years in the field of Road Safety.

Additionally, about minimum of 3 acres of land is required to set up a RDTC.

(e) No proposal of RDTC has been received so far from the State Government of Odisha.
