(a): Rashtriya Krishi Vikas Yojana (RKVY) contributes to agriculture growth by
providing significant recourses from Government of India to States and also
incentivizing States to allocate more funds for agriculture & allied sector development
out of their state plans. Government of India released Rs.14165.20 crore under RKVY
to the States during 2007-08 to 2010-11. Statesâ allocation for agriculture and allied
sector also increased from Rs.8770.16 crore in the year 2006-07 to Rs.22158.46 crore
for the year 2010-11 (RE) enhancing proportional outlay for agriculture and allied
sector from 4.88% to 6.04% during this period.
(b) & (c): During the first three years (2007-2010) an amount of Rs.8462.11 crore
was allocated under Rashtriya Krishi Vikas Yojana (RKVY) which was 33.85% of the
total proposed outlay of Rs.25,000 crore for RKVY for Eleventh Five Year Plan.
However, allocations for RKVY during 2010-11 & 2011-12 have been substantially
increased. During the year 2010-11, an amount of Rs.6755.00 crore (including
Rs.33.00 crore for UTs) was allocated. Budget allocation for the year 2011-12 is
Rs.7860.00 crore (which includes Rs.49.13 crore for UTs and Rs.2500.00 crore for 9
sub-schemes of RKVY). Thus, a total amount of Rs.23077.11 crore has been allocated
under RKVY, so far, during the 11th Plan period. With enhanced allocations during last
two years, RKVY allocations are over 92% of envisaged Eleventh Plan allocation.
