Question : National Cadet Corps

(a) the total number of cadets enrolled in various National Cadet Corps (NCC) units in the country during each of the last three years and the current year;

(b) whether the Government proposes to increase the number of NCC units in the country;

(c) if so, the State / UT-wise details thereof and the reasons therefor along with the total budgetary allocation made for the purpose;

(d) the total number of NCC cadets likely to be commissioned during the year 2014-15 and 2015-16; and

(e) the other steps taken / being taken by the Government to encourage youths, particularly from Left-wing Extremism areas to join NCC activities?

(a) The total number of cadets enrolled in various National Cadet Corps (NCC) units in the country during each of the last three years and the


current year are as under:

The process of enrolment for the current year is still on. The enrolment during 2014-15 is less due to the fact that the enrolment period for Senior Division / Senior Wing NCC Cadets has been increased from 2 to 3 years i.e. only 33% cadets got enrolled this year whereas it used to be 50% earlier.

(b) & (c): Yes, Madam. Government has approved a five phase expansion of NCC from 13 lakh cadets to 15 lakh cadets. This would involve raising of 5 Group Headquarters and 61 NCC Units. In the first two phases of implementation, 2 Group Headquarters and 24 NCC Units have already been raised. In the third phase, raising of 1 Group Headquarter and 14 NCC Units are proposed to be raised. State / UT-wise details for third phase are given at Appendix ‘A’. A budgetary provision of Rs.18.75 crore has been made for this purpose in the current financial year.

(d) In the year 2014, 127 NCC cadets were commissioned in the Armed Forces. However, number of NCC cadets to be commissioned in the current year is dependent on the result of Service Selection Board (SSB) and, therefore, cannot be predicted at present.

(e) Under the on-going expansion plan of NCC, from the third phase onwards the focus on expansion is on Coastal areas, Left Wing Extremism areas and North Eastern States. This would encourage youths to join NCC activities in such areas.
