Question : Funds for Kendriya Vidyalayas

(a) whether the Government has any mechanism to check the proper utilisation of funds meant for the development of basic infrastructure in Kendriya Vidyalayas (KVs) and if so, the details thereof (b) whether the Government has taken action against principals/schools who have failed to utilize the funds and if so, the details thereof, State/UT-wise including Bihar; (c) whether the Government is aware that in most of KVs the toilets for girl children are not in good condition and causing a lot of problems; and (d) if so, the details thereof and the corrective measures taken/proposed to be taken by the Government in this direction?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO. 417 RAISED BY SHRI JANARDAN SINGH SIGRIWAL, HON’BLE MEMBER OF PARLIAMENT TO BE ANSWERED ON 23RD MARCH 2020 REGARDING FUNDS FOR KENDRIYA VIDYALAYAS.

(a) All construction works of Kendriya Vidyalaya Sangathan (KVS) are executed on “Deposit Work” basis from concept to commissioning stage through Government construction agencies viz. Central Public Works Department (CPWD), Military Engineer Services (MES), Railways, State Public Works Departments (PWD), Central / State Public Sector Undertakings. Administrative Approval and Expenditure Sanction (AA&ES) is issued by KVS on the basis of approved preliminary drawings as per KVS norms and preliminary estimate submitted by construction agencies. Funds are released in instalments based on progress of work for which monthly progress reports in the prescribed format along with photographs are submitted by the construction agencies duly certified by the Principal concerned.

(b) KVS has informed that no such case has been reported, so far.

(c) & (d) Separate toilet facility for girl students is available in good condition in all the Kendriya Vidyalayas.
