Question : SUBSIDY TO SHIPYARDS



(a) whether subsidy is proposed to be granted to shipyards in the country;

(b) if so, the details thereof, inter-alia indicating the shipyards that are proposed to be covered under this project in Odisha ; and

(c) the status of completion of minor ports on the East-coast region of the country, indicating the time-frame within which all these minor ports would be completed and operationalised?

(a)&(b): Government of India had extended shipbuilding subsidy scheme to all Indian shipyards on 25th October 2002. The scheme expired on 14th August 2007. Government decided in March 2009 to liquidate the committed liabilities in respect of shipbuilding subsidy for shipbuilding contracts signed upto 14th August 2007. Budgetary provision upto 31st March 2014 only was approved by the Government. The process of holding Inter Ministerial consultations regarding extension of timelines beyond 2013-14 for payment of subsidy to Indian shipyards in respect of shipbuilding contracts signed upto 14th August 2007 has been initiated.

(c) As per section 3(9) of the Indian Port Act, 1908, the responsibility for development of Non-Major Ports/Minor Ports vest with the respective State Governments.
