(a) & (b) : Article 243(G) of the Constitution of India envisages devolution of powers and responsibilities on Panchayats, inter-alia, for the purpose of implementation of schemes for economic development and social justice as may be entrusted to them including those in relation to matters listed in the Eleventh Schedule. The Eleventh Schedule lists 29 matters which include rural housing, rural electrification including distribution of electricity, family welfare, maintenance of community assets, drinking water, agriculture etc. In view thereof, there seems to be no apparent need to transfer more subjects to the States from the Union and Concurrent Lists.
