ANSWERED IN LOK SABHA ON 27/07/2006 REGARDING RAILWAY PROJECTS
(a) & (b): Yes, Sir. As per extant norms, those projects are considered to
be financially viable which yield a rate of return of 14% under the
discounted cash flow method.
c) & (d): A number of new lines and gauge conversion projects which do not
have the requisite rate of return, have been taken up on socio-economic
considerations to provide connectivity to backward, hilly, tribal, remote
and underdeveloped areas.A list showing details of these projects is
appended.
(e) & (f): Initiatives have been taken to involve participation of the State
Governments in funding the projects. The standards of construction of such
lines having low traffic / returns have been suitably amended to suit lower
traffic needs to bring down the cost.
