Question : IRRIGATION PROJECTS



(a) the details of the irrigation projects running behind schedule in various States and the steps being taken to expedite completion of these projects, State/UTwise;

(b) the initial estimated cost, cost and time overrun and reasons for delay;

(c) whether some States were provided any special package or funds for area-specific needs and if so, the details thereof, State and UT-wise;

(d) the amount of water required and provided for irrigation in Rajasthan along with the shortfall, if any; and

(e) the details of funds demanded, allocated and released for irrigation during each of the last three years and the current year?

(a)&(b) According to the Central Water Commission, a major irrigation projects takes 10-15 years to fruition; while a medium irrigation projects is completed in 5-8 years. On the basis of these norms, major projects started prior to the year 1997 and medium projects started prior to the year 2004 could be considered as having time and cost overruns. Thus, out of major/medium projects reported ongoing for XII Plan formulation, 163 major/medium projects may be considered delayed. State-wise and Project-wise details of these 163 Projects including names, location, year of start, reasons for delay, etc. are given in Annexure I.

Irrigation development being a state subject, planning, execution and operation & maintenance of irrigation projects is carried out by the State Governments from their own resources as per their own requirements and priority of works. Completion of some irrigation projects is delayed due to various reasons including land acquisition, Resettlement and Rehabilitation of the affected population, Clearance from the Ministry of Environment & Forest, litigation on the projects in the courts, geological surprises in the foundations, paucity of funds etc.

A list of 104 projects alongwith details of increase in cost since inception upto 10 years (2003-2013) which were accepted by the Advisory Committee of MoWR and investment clearance given by planning commission is given at Annexure II.

(c) Irrigation being a State Subject, the irrigation project are planned, executed and maintained by the State Governments themselves as per their resources and priorities. However, the Union Government provides Central Assistance (CA) under Accelerated Irrigation Benefits Programme (AIBP) to the State Governments on their requests and as per the Guidelines of AIBP for completion of approved ongoing Major/Medium/Surface Minor Irrigation projects. State Governments are required to monitor at State level and project level. Review meetings are also held by Central Water Commission (CWC)/Ministry of Water Resources (MoWR) with States to review the physical and financial progress of the projects funded under AIBP. Out of 294 major/ medium irrigation projects included under AIBP, 141 projects are in drought prone / tibal areas (DPA/TA). Further, 143 projects have been reportedly completed and cumulative CLA/ Grant of about RS.64,906crore (including surface minor irrigation schemes) was released upto March 2014. The State-wise list of projects under AIBP benefiting DPA / TA are given at Annexure III.

(d) The amount of water required and provided for irrigation in Rajasthan may vary from year to year depending upon the storage position and rainfall received in the State. However, this information is not maintained in this Ministry.

(e) The State-wise funds demanded and grants released under AIBP for MMI projects during each of the last three years and the current year is given at Annexure IV.
