Question : Common Effluent Treatment Plants

(a) whether the Government proposes to set upcommon Effluent Treatment plants across the country;

Statement referred to in reply to Lok Sabha Starred Question No. 283 due for reply on 13.03.2020 regarding ‘Common Effluent Treatment Plants’ by Shri Ramesh Bidhuri, Hon''ble Member of Parliament


(a) The Central Government has various schemes to facilitatesetting up Common Effluent Treatment plants (CETPs) across the countryfor treatment of effluents generated from industrial units located in clusters.Ministry of Environment, Forest and Climate Change hasbeen implementing a schemeto fundsetting up of CETPs for treatment of effluents generated from Small Scale Industries located in clusters.Setting up of CETP is also being undertaken by Ministry of Micro, Small and Medium Enterprises through a cluster development approach strategized to help Micro and Small Enterprises and by Ministry of Textiles under the Integrated Processing Development Scheme for textile processing sector etc.

(b) There are total 193 CETPs operating across the country, including 13 CETPs in Delhi. Further, a total of 26 CETPs are under construction and 49 nos. of proposals for setting up of CETPs are under examination / consideration. As per information provided by Delhi Pollution Control Committee, there is no proposal for construction of additional CETPs in Delhi. State-wise details for the CETP under construction / proposed for construction are enclosed as Annexure.

(c)Common Effluent Treatment Plant is considered as a cost effective &viable treatment solution, to overcome the constraints associated with the effluent treatment in the small and medium industries at individual levels. CETP also facilitates in reduction of number of discharge points in any industry estate for better enforcement and also to make available the skilled manpower for proper treatment of effluent. It is also helpful in organizing the disposal of final effluent and sludge and improving upon the possibilities of recycle/reuse.
