Question : Irregularities in ODF Districts

(a) whether toilets are being constructed under the Swachh Bharat Mission (SBM) just to increase thenumber neglecting their utility and qualitywhile huge irregularities have been foundin the districts declared as open defecationfreeby the State Governments and if so,
the details thereof and the reaction of theGovernment in this regard;

(b) the name of the Governmentagencies which inspects the utility andquality of toilets;

(c) the number of toilets founddefective by the Government so far; and

(d) whether any irregularities havebeen found in the districts declared as opendefecation-free by the concerned StateGovernments after launching of the SBMand if so, the details thereof, State-wise?

(a) No, Madam. Under Swachh Bharat Mission (Gramin), the incentive for individual toilet has been increased from Rs.10,000 to Rs.12,000, to provide good quality toilets. As per Swachhata Status Report 2016, published by National Sample Survey Office, in rural India, of the households having sanitary toilet, 95.6% were found to be using them.

(b)and (c) State Governments are responsible for monitoring utility and quality of the toilets to be constructed.

(d) Sanitation is a State subject and the SBM(G) programme is implemented through the States/UTs, therefore, as and when complaints are received, they are immediately forwarded to respective States/UT Governments for appropriate corrective measures.
