(a) Sports is a State subject and the primary responsibility of development of Sports rests with the States. However, the Ministry of Youth Affairs & Sports supplements and complements the efforts of the
State Governments by extending requisite support and financial assistance for promotion and development of identified Sports like Football, Kabaddi, Badminton etc. in India through its various schemes as detailed in Annexure – I.
To promote sports on single discipline basis and also to provide state of the art facilities to the talented sports persons National Sports Academies (NSAs) are being established to provide special training in various sports disciplines other than Cricket. Out of proposed 13 National Sports Academies, so far 07 such Academies have been established in the disciplines of Athletics at Thiruvananthapuram, Kerala and Bhopal, Madhya Pradesh, Cycling at Indira Gandhi Stadium, New Delhi, Swimming at Dr. Shyama Prasad Mukherjee Swimming Pool Complex, New Delhi, Golf at Thiruvananthapuram, Kerala, Boxing at Rohtak, Haryana and Hockey at Major Dhyan Chand National Stadium, New Delhi.
Keeping in mind the forthcoming U-17 Football World Cup which is being held in India in 2017, Sports Authority of India (SAI) has recently undertaken a massive talent hunt programme under its Jr. National Talent Scouting Project (JNTSP) to identify talented football players from all over the country. Under this project, about 13000 Junior level Football players have been scouted from various parts of the country and finally 160 prospective players were short listed for their regular training under SAI Regional Football Academies at Delhi, Imphal, Kolkata and Thiruvananthapuram.
(b) The details of prize money being given to sportspersons of various sports under the Special Awards to Medal Winners in Sports Events and their coaches in international sporting events, is attached as Annexure - II.
(c) Though the Ministry supplements the efforts of the States/UTs in development of Sports, sports-discipline wise allocation of funds is not made to any State/UT. Hence, State/UT-wise/Sports discipline-wise data is not maintained in this Ministry.
(d) “Khelo India – National Programme for Development of Sports” provides for holding of sports competitions in two age groups of (i) under
14 and (ii) under 17 all over India to encourage mass participation of both boys and girls in Sports in both urban and rural areas.
School Games Federation of India (SGFI) and Association of Indian Universities (AIU) have been recognized by the Government of India as National Sports Promotion Organizations (NSPOs) and are eligible for the same level of assistance as are available for National Sports Federations (NSFs). SGFI and AIU are involved in promotion and development of sports and games in schools and colleges/universities respectively.
Conduct of National Championships in the Senior Category (both for men and women), in Junior and Sub-Junior Categories (both for boys and girls) is part of annual calendar of training and competitions of the NSFs. Participants in Junior and Sub-Junior Championships are basically from schools.
(e) All major sports disciplines are managed by sports bodies. List of National Sports Federations (NSFs) recognised by the Ministry for the year 2016 is given in Annexure - III.
