Question : National Policy for Sports

(a) whether the Government has formulated/proposes to formulate any National Policy regarding sports and if so, the details thereof;

(b) the schemes made under the policy to achieve the past glory in hockey, cricket etc;

(c) the names and the details of the programmes being implemented by the Government to promote hockey, football, volleyball and other sports in the country;

(d) the locations at which hockey, football stadiums are being set up in the country, State-wise; and

(e) whether the Government proposes to set up new hockey, football and other sports stadiums in coming years and if so, the details thereof, location-wise?

(a): Yes, Sir. This Ministry has already formulated the National Sports Policy in 2001 with the objectiveof Broad-basing and Achieving Excellence in Sports at the national and international levels.The full text/details of the National Sports Policy, 2001 is available at the website of this Ministry. The salient features of the National Sports Policy, 2001 are as follows:
(i) Broad basing of sports and achievement of excellence;
(ii) Up-gradation and development of infrastructure;
(iii) Support to National Sports Federations and other sports bodies;
(iv) Strengthening of scientific and coaching support to sports
(v) Special incentives to promote sports
(vi) Enhanced participation of women, scheduled tribes and rural youth;
(vii) Involvement of corporate sector in sports promotion; and
(viii) Promote sports mindedness among the public at large.

(b) & (c): The Scheme for Assistance to National Sports Federations (NSFs), high quality infrastructure at SAI Centres, support to potential medal winners under Target Olympic Podium Scheme (TOPS), various verticals of Khelo India scheme and schemes run by Sports Authority of India (SAI) are aimed at broad basing and achieving excellence in sports in all disciplines including Hockey, Football and Volleyball. The details of these schemes are in the public domain on the website of this Ministry.

(d)& (e) ‘Sports’ being a State subject the responsibility of providing sports infrastructure, including hockey and football stadia, rests with the State/Union Territory Governments. Central Government supplements efforts of Governments of the States / Union Territories for bridging gaps in sports infrastructure. Receipt, processing and sanction of projects for bridging gaps in sports infrastructure under Khelo India scheme is a continuous process. Information relating to location of SAI hockey and football fields and projects sanctioned for hockey and football fields under Khelo India Scheme is at Annexure.
