Question : Creation of Jobs

(a) whether monetising the real estate assets as well as fast tracking some of the existing investment plans would generate a lot of employment opportunities in the Railways and the ecosystem around it;

(b) if so, whether the Railways was working in various areas across the railway ecosystem to create 10 lakh jobs within a year;

(c) if so, the details of these areas and the number of jobs created so far, State-wise;

(d) whether the Railways has proposed to create more than 2 lakh jobs from the rail track and safety maintenance programme;

(e) if so, the details thereof and the schemes prepared therefor; and

(f) the other steps taken by the Railways to create more jobs?

(a) Yes, Madam.

(b) Vacancies in Railways system are filled up through Railway Recruitment Board/Railway Recruitment Cells. At present, recruitment is underway for appointing about 1 lakh employees.

As far as indirect employment generation is concerned, the same is generated in Railway ecosystem through outsourcing of non-core activities/works through contracting agencies. Figures of such employment are not amenable to quantification.

(c) Indian Railways do not maintain State-wise figures. However, during the last five years, approx. 2.41 lakh candidates have been empanelled to fill vacancies all over Indian Railways.

(d) & (e) At present recruitment is under process for appointing about 1 lakh employees as per following details:-

(i) Level-1 (erstwhile Group ā€˜Dā€™) posts: 62,907
(ii) Assistant Loco Pilots and Technicians:- 26,502
(iii) Constables in Railway Protection Force:- 8,619
(iv) Sub-Inspectors in Railway Protection Force:- 1,120.

(f) In addition to recruitment to regular posts, employment is also generated by way of outsourcing of non-core activities/works.
