Question : De-addiction Centres

(a) the number of de-addiction centres being run by the Government in the country, State-wise including Jammu and Kashmir;

(b) the details of the assistance provided by the Government to these de-addiction centres during each of the last three years, State-wise;

(c) whether there are reports regarding poor condition of the said centres in the country and if so, the details thereof, State-wise;

(d) whether the Government has constituted any task force to ensure proper functioning of such centres;

(e) if so, the details thereof along with the success rate achieved by the de-addiction centres; and

(f) the details of quality assessment report in respect of such centres, if any, State-wise?

(a) & (b): The Ministry implements a “Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse” under which financial assistance is provided to Non-Governmental Organisations (NGOs), Panchayati Raj Institutions, Urban Local Bodies etc. for, inter-alia, running and maintenance of Integrated Rehabilitation Centres for Addicts (IRCAs). At present total 433 de-addiction centres are being supported by the Ministry under this scheme. The number of de-addiction centres and details of assistance provided to them, State-wise, is enclosed as Annexure-I

(c) to (f): a Manual of Minimum Standards has been developed to bring about Standardization and quality control in Services being delivered under the Scheme. The Manual delineates the objects of each activity under the Scheme, the minimum expected inputs and outputs, the responsibilities of each functionaries, the physical environment of the centre, the rights of the clients and duties of the staff. No specific report on this aspect has been received by the Ministry.
No task force has been constituted by this Ministry in this regard. However, the following measures are taken for the effective monitoring of the Scheme:-

i) The State Governments/UT Administration or any other agency prescribed by the Ministry conducts regular inspection of the agencies and send their reports to the Ministry of Social Justice and Empowerment.

ii) The organizations/institutions receiving grants under this Scheme are required to submit prescribed proforma for regular feedback and monitoring.

iii) Subsequent release of Grant-in-Aid to NGOs is made only on receipt of audited Utilization Certificate in respect of the grant released in previous year.

iv) The Ministry organizes Biennial Conference of State Social Welfare Ministers and Annual Conference of State Secretaries wherein all the schemes of the Department are reviewed.

v) Bureau Heads and Divisional Heads have been designated as Nodal Officers for States and UTs.

vi) The Ministry sponsors evaluation studies from time to time through independent agencies to check whether the benefits reach the target groups.

vii) States/UTs have also been advised to strengthen their monitoring system.
