Question : Swachh Survekshan 2020

(a) whether the Government has conducted Swachh Survekshan 2020 recently and if so, the details thereof along with the objectives and salient features thereof;

(b) the number of cities covered/ under the survey along with the number of days for which the survey is conducted, State/UT-wise;

(c) whether the Government has fixed any methodology of data collection and if so, the details thereof along with the time by which the result of the Survekshan is likely to be announced;

(d) the details of the achievement made out of Swachh Survekshan survey conducted earlier;

(e) whether the Government is likely to assess the impact of the
Swachh Survekshan on the basis of data collected and if so, the details thereof; and

(f) the other steps taken/ being taken to make the Swachh Survekshan successful and to create awareness amongst all sections of the society for cleaner cities?

(a) and (b) : Yes, Government has conducted Swachh Survekshan 2020 from 1st April, 2019 to 31st January, 2020. The objectives of the Swachh Survekshan-2020 include, evaluation and ranking cities on various cleanliness parameters and fostering environment of healthy competition among Urban Local Bodies (ULBs) for achieving higher level of cleanliness.
The salient features of the Survekshan of 2020 include,

(i). Quarterly assessment of cities to ensure non-stop improvement,
(ii). 100 per cent digitization of records and evidences,
(iii). A record 1.9 Crore feedback was received from citizens,
(iv). Higher citizens participation.
(v). Assessment of 97 Ganga Towns assessed under separate indicators.

(c) : The Swachh Survekshan adopted a three-pronged approach to assess cities,
(i) Service Level Progress, involving submission of documentary evidence of the work done;
(ii) Direct Observation by the assessors on the sample locations within the city; and
(iii) Citizen Feedback on the cleanliness levels of the city.

The result of the Swachh Survekshan-2020 has yet not been declared.

(d) : Achievements of earlier Swachh Survekshan, include, impetus for cities and States/ Union Territories (UTs) to become ODF, increase in percentage of wards practising 100% door-to-door collection of solid waste increase in solid waste processing, improvement in service delivery and resolution of complaints of public by the ULBs, increase in the public awareness about clean environment and sanitation, etc. All this has resulted in Swachh Survekshan becoming an agent of change, with great potential for addressing challenges through unique interventions in urban governance.

(e): The data collected during the Swachh Survekshan-2020 will be utilized for strategizing the action plan of cleanliness in a more scientific and objective manner.

(f): Steps taken/ being taken to make Swachh Survekshan (SS) successful and to create awareness among the masses include, complete digitalization of the SS exercise, involvement of all key stakeholders, large scale participation of citizens etc.
