Question : Fisheries Infrastructure and Aquaculture Development Fund

(a) the details of programmes being implemented to augment and strengthen fisheries and aquaculture infrastructure;
(b) the details of measures being taken to build capacity and provide support to small and marginal fisherfolk;

(a):In order to address the infrastructure requirement for fisheries sector, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during 2018-19 has created dedicated fund namely Fisheries and Aquaculture Infrastructure Development Fund (FIDF) with a total funds size of Rs 7522.48 crore.Besides, the Pradhan MantriMatsyaSampadaYojana (PMMSY) implemented by the Department inter-alia focuses augmentation and strengthening of fisheries and aquaculture infrastructure.

(b): FIDF provides concessional finance to the Eligible Entities (EEs), including State Governments/Union Territories and State entities for development of identified fisheries infrastructure facilitiesincluding small and marginal fisherfolk. The activities like construction of ponds, establishment of hatcheries, installation of cages in reservoirs, fish feed mills, fish processing units, ice plants, cold storages are supported for the benefits of small and marginal fisherfolk and other stakeholders.

(c) to (e): The Central Approval and Monitoring Committee (CAMC) constituted under FIDF has approved projects to the tune of Rs. 3638.37croreand the details of the proposals approved state-wise are given at Annexure-I. The NABARD has sanctioned a loan amount of Rs. 348.09 crore to the Government of Tamil Nadu for Fishing Harbour projects. Besides, it is reported that one private beneficiary from Uttar Pradesh has got the sanction of loan of Rs. 9.7 lakh from the commercial bank.
