Question : Skill Development Centres

(a) the details of ITIs set up by the Government during the last three years and the current year, State/UT-wise;

(b) whether the Government proposes to convert existing ITIs into model ITIs for skill development in the country;

(c) if so, the details thereof and the time by which it is likely to be done, State/ UT-wise;

(d) whether the Government also proposes to introduce public-private partnership model in operating ITIs to ensure job placements post vocational training; and

(e) if so, the details thereof and the time by which the decision is likely to be taken in this regard?

(a) During last three years and the current year, a total of 4028 Industrial Training Institutes (ITIs) have been affiliated. to National Council for Vocational Training (NCVT). The details of ITIs affiliated, state/UT-wise are at Annexure-I.

(b) & (c) Ministry of Skill Development & Entrepreneurship is implementing Centrally Sponsored Scheme on ‘Upgradation of existing Government Industrial Training Institutes (ITIs) into Model ITIs’. Under the scheme, existing Government ITIs in a State are being upgraded as Model ITIs. Institute Management Committees (IMCs) are being encouraged to be formed for ITIs. These Committees are chaired by a respectable members of the Industry.

The scheme was approved in Dec. 2014 with implementation period of 3 years i.e. till FY 2016-17. A total of 25 Government ITIs have been identified so far as per details at Annexure-II.

(d) & (e) These kind of initiatives are being encouraged. Some States like West Bengal have already taken steps involving private partners in operating ITIs. A new scheme for setting up of Multi Skilling Training Institutes (MSTIs) is also being proposed.
